Formulating comprehensive plans that include aspects like the establishment of institutions, discipline offerings, degree programs, school sizes, admission strategies, organizational management reforms in schools and educational practices, modernizing school systems and ensuring compliance with relevant laws.
Promoting high-quality and balanced development for compulsory education, enhancing public educational resources provision especially in suburban areas, fostering integration of urban-rural education. Encouraging differentiation and specialization among general secondary schools, deepening healthcare-special education integration reforms, improving quality management for ethnic minority classes in junior and senior secondary schools.
Strengthening vocational education administration and promoting reforms in curriculum-teaching practices. Enhancing the level of secondary vocational education institutions, fostering closer industry-university-research collaboration, developing undergraduate vocational education programs. Improving postgraduate professional academic degree trning, encouraging innovation for non-government vocational school managementand facilitating cooperation between state-run and private vocational schools. Establishing forecasting systems for industrial resources demands and monitoring employment situations.
