Promoting high-quality and balanced development for compulsory education, enhancing public educational resources provision especially in suburban areas, fostering integration of urban-rural education. Encouraging differentiation and specialization among general secondary schools, deepening healthcare-special education integration reforms, improving quality management for ethnic minority classes in junior and senior secondary schools.

6. Strengthening vocational education administration and promoting reforms in curriculum-teaching practices. Enhancing the level of secondary vocational education institutions, fostering closer industry-university-research collaboration, developing undergraduate vocational education programs. Improving postgraduate professional academic degree trning, encouraging innovation for non-government vocational school managementand facilitating cooperation between state-run and private vocational schools.
