It outlines priorities, scale, structure, spatial distribution, progression timelines for education, guiding the preparation and execution of municipal and district-level education plans.

  4. Conducting macro planning for all sectors of education, including preschool education, primary-secondary education, higher education, vocational trning, among others. Formulating comprehensive plans that include aspects like the establishment of institutions, discipline offerings, degree programs, school sizes, admission strategies, organizational management reforms in schools and educational practices, modernizing school systems and ensuring compliance with relevant laws.

  5. Promoting high-quality and balanced development for compulsory education, enhancing public educational resources provision especially in suburban areas, fostering integration of urban-rural education. Encouraging differentiation and specialization among general secondary schools, deepening healthcare-special education integration reforms, improving quality management for ethnic minority classes in junior and senior secondary schools.

  6. Strengthening vocational education administration and promoting reforms in curriculum-teaching practices. Enhancing the level of secondary vocational education institutions, fostering closer industry-university-research collaboration, developing undergraduate vocational education programs. Improving postgraduate professional academic degree trning, encouraging innovation for non-government vocational school managementand facilitating cooperation between state-run and private vocational schools. Establishing forecasting systems for industrial resources demands and monitoring employment situations.

  7. Optimizing the layout of higher education sectors, improving policies and resource allocation mechanisms effectively. Implementing classified management guidance for higher education institutions, promoting active demand for higher education and adjusting discipline-specialty structures. Enhancing undergraduate teaching quality, deepening postgraduate cultivation mechanism reforms and optimizing postgraduate education structures. Improving career guidance and service syste enhance graduates' employment and entrepreneurship capabilities.

  8. Implementing institutional development plans, enhancing innovation capabilities in these institutions, and promoting the establishment of new think tanks, technology exchanges, national university parks. Providing overall planning for educational information infrastructure construction.

  9. Conducting comprehensive planning and coordination for lifelong learning initiatives, professional ethics development guidance for teachers and administrative cadre levels, macro management for teacher accreditation, guiding recruitment-coordination procedures for professional technical positions in education sectors.

  10. Overall planning and guidance on moral education, physical trning-healthcare reforms, art-science popularization initiatives, national defense education, strengthening instructor team construction, enhancing ideological political theory courses in universities within Shangh Municipal area.

  11. Managing municipal educational budgets, state-owned educational assets, contributing to the establishment of school fee standards, enhancing educational funding management. Supervising budget implementation ensuring funds' proper use, overseeing infrastructure projects coordination for college-university campuses, conducting auditing-inspections in Shangh.

  12. Organizing educational supervision-assessment activities evaluating academic quality of basic education and developing improved standards that align with national systems while addressing specific needs.

  13. Planning guidance on school logistics management, promoting environmentally-frily campuses, coordinating public security education-drug control initiatives, campus safety management-emergency response efforts, facilitating coordination for minor protection, overseeing comprehensive safety governance in schools, kindergartens along with their surrounding areas.

  14. Handling relevant administrative reviews and responses to administrative proceedings within the education system, coordinating management of public grievances-visits through this system.

  15. Fulfilling any additional tasks assigned by Shangh Municipal People's Government.
