Leading Global Education Innovation: OECD's Role in Skills and Skills Development

The Director for Education and Skills at the OECD is responsible for helping individuals and nations identify and develop knowledge, skills, values that drive better jobs and lives, generate prosperity, promote social inclusion. This department provides in-depth policy analysis and advice to countries within the OECD as well as non-member economies worldwide on education policies.

Leadership and Governance:

Under the direction of Andreas Schleicher, Director for Education and Skills at the OECD, work is overseen by four specialized governing bodies - the Education Policy Committee EPC, Centre for Educational Research and Innovation Governing Board CERI, Programme for International Student Assessment Governing Board PISA, Programme for Teaching and Learning International Survey Governing Board TALIS.

The EPC ensures strategic oversight of work conducted by these entities. The CERI promotes international research and indicators that encourage education innovation and reform, while the PISA board oversees assessments on students' abilities in mathematics, science, reading, amongst others. The TALIS board monitors teaching practices around the world through an international survey.

The Program for International Assessment of Adult Competencies Governing Board PIAAC coordinates efforts with the Education Policy Committee as well as Employment, Labour and Social Affrs Committee to assess adult proficiency levels.

Collaborative Work:

To enhance comparative research and analysis across nations, this directorate deploys large scale surveys like the OECD Survey on Social and Emotional Skills alongside the International Early Learning and Child Well-Being Study. It also conducts PISA Programme for International Student Assessment, which gauges 15-year-olds' ability to apply knowledge in real-life situations through three domns of reading, mathematics, and science.

Policy Development:

This directorate provides support to policy-makers on strategies that promote high-quality lifelong learning - a key contributor to personal development, economic growth, social cohesion. Tools provided include PIAAC assessments for adult skills profiling as well as customised data profiles based on international benchmarks.
